Nancy Pelosi Talking To Syria??

I've tried to give Nancy Pelosi the benefit of the doubt, since she's the first woman speaker and all. I didn't make much of a fuss over that Big Tuna incident where she allegedly exempted one of her constituents from having to pay the federal minimum wage. I didn't say anything about her demanding a huge, expensive, gas-guzzling military jet for her and her entourage to fly around the country in. I've remained silent about her obsessive blinking condition.
But now she's wandering around the Middle East talking to the people helping our enemies in Iraq! I mean, what the hell? Is that even legal? How is it possible that any ol' Congressperson can fly to Damascus (undoubtedly at tax-payer expense) and start talking to terrorist-sponsoring, authoritarian regimes on behalf of the U.S. Government?? Especially without the consent of the White House?? Talk about politically divisive.
Unless.. maybe this is an elaborate game of good cop/bad cop between the U.S. and Syria. There I go giving her the benefit of the doubt again. Either way, it's a head-scratcher.

You've been taken in, you should start reading Media Matters again.
Pelosi did not ask for a Tuna exemption, when she found out that the bill as written had a loophole, she closed it.
The Clerk of the House, who arranges for the Speaker's travel, asked for a plan capable of flying from DC to SanFran nonstop. The plane Hastert used could not have flown that far without stopping for refeuling, considered a security risk. The Speaker is third in line for the succession and has extra security because of that.
As for traveling to Syria, that is really helpful. Frank Wolf and a bunch of other Republican congressmen were in Syria at the same time as Pelosi. It is classic Republican hypocrisy/demogogery.
Think about looking at Media Matters again, they are very reliable.

Where is it written that the Legislative Branch, or any member of Congress no matter their congressional status, is authorized to conduct foreign policy on behalf of the United States?

They are not authorized to speak for the US, and Pelosi was not doing so. She was giving her views, as speaker and also carrying a message from Israel.
